Joe Fague Joins RS Investments as Vice President of the RS Institutional Services Group

San Francisco, August 18, 2003 - RS Investments is pleased to announce that Joe Fague, formerly of Strong Capital Management, has joined RS as Vice President in the Institutional Services Group, responsible for the development of institutional investment relationships.

At Strong, Mr. Fague was responsible for implementing and marketing asset management services. Prior to joining Strong, Mr. Fague spent five years at Jurika & Voyles where he marketed investment advisory services to institutions and high net worth clients.

"Joe brings to the firm extensive experience, industry knowledge, and a proven record of success in developing client relationships," David Elliott, Principal and Director of the Institutional Services Group said.

Mr. Fague has over 11 years of sales and marketing experience in the financial services industry and is a Chartered Financial Analyst.
